It was the August 2006 issue of Cosmogirl with Keira Knightley on the cover. The article was about getting your hair straight, and I loved the hair style of the model they had in that. She had long, layered, blown out hair with a good amount side bangs. Can someone find a picture of this style online, or if anyone still has that magazine laying around, scan the picture or something?

I couldn't see the pic in the magazine but this one looks similar to your description. And most salons have a Matrix book, this style should be in it.
